They will do that at any restaurant. I know a lot of people on the boards recommend Chef Mickey's. That is a fun character meal with Minnie, Mickey, Goofy, Donald, Chip and Dale. You could also try to get the Cinderella dinner at Park Fare. I believe they have Cinderella, Prince Charming, the mice and maybe fairy godmother? O'hana in the Polynesian has a good dinner. They have characters and also do hula hoops, hula dancing and coconut races.

If she likes Cinderella then I would suggest 1900 parkfare at the grand floridian. Present are cinderella, prince charming and perla and suzy the mouse. The fairy god mother was out in the lobby. For $10 extra we had them make a cake for our dd's second birthday. You can tell them what you want written on the cake. When you make your ps tell them you want the cake and remind them when you check in for your ps at the restaraunt. It was a lot of fun if your daughter is into Cinderella. Oh and Perla the mouse came out to our table with the cake and stayed with her while she blew out her candles. It was a very special and memorable moment.

make sure you get birthday buttons :) you can get them at guest services at each park (MGM does not have one). If your staying onsite, let the CM know at check in and you may get a surprise. IF you are making a PS, be sure to mention the birthday. Be sure she gets her birthday phone call :)
