Okay, is it aloud or whatever, to buy pins from your state and trade them at WDW?

You can only trade Disney Pins.

Some Disney stores still carry pins, although it's been a while since I've seen them. e-bay is a good way to get inexpensive pins to use for trading only (I've done that a bunch of times) :D
