Are the fishing trips only available for people staying on Disney property?

I would really love to book a trip but dont know how to go about it.

Seems very expensive. There are only going to be 2 of us. Is there a better way like going on a boat with other people?

The Dockside fishing at Ft. Wilderness and POR, is that available for anyone? I was thinking that was just for guests of those specific resorts. If anyone can fish, then DH is going to be a happy man indeed.

Port Orleans and For Wilderness
7:00am - 3:00pm
$4.02 (including tax) per pole for 30 minutes
Includes pole, bait and dock time

I am trying to find lake fishing and the only one seen is Disney. Although dockside fishing sounds good dont even have to go on the water then
