Kids Under 3 eat Free?

Okay,
My lil' ones are over 3. However, my gf that is going with me has 2 boys UNDER 3.
I know they dont have to pay for the character dining or the dinner shows.
So my ? is... Are they just assumed to eat off our plates, or they just eat free or can they order off a menu? Whats the deal? (Confused but so very happy they are free)

If they order something you pay for it (except buffets)

Disney is in the process of upgrading their description of dining for children - basicallyl, if you order something off of a menu, then you will be expected to pay for it, as JuniorMickey suggests. However, if they eat off your plate, they will not be charged. The same is true at character meals and dinner shows.
