Has anyone used this insurance (http://www.wdisneyw.co.uk/offercar.html) or is it only for people in the US? I have tried to download the details but it won't let me :(.

Trish, don't know if This (https://www124.americanexpress.com/cards/cda/dynamic.jsp?name=CarRental_SharedDetailsALL&type=intBenefitDetail) will help or not.
It doesn't say it is limited to US card holders only. But, assuming you are an AMEX card holder you may want to check with them.

We use this all the time. It comes as standard with the Platinum card but you do pay £300 a year for it. It means we can book non-package car rental without the UK client insurance bundled in. It works out a good bit cheaper but its only really worth it if you do multiple trips per year and/or longer stays.
It is still worth using a 'package' including insurance if you have multiple drivers as some companies will add about $8 +Tax per day for the privilege and this can soon erode any savings that you make on the insurance.
We normally go with Thrifty (off airport) - they have good cars and they treat us well. This time we experimented with one of the companies someone mentioned here - I don't think I'll do that again - too much hassle and Budget really are just that - the first car they gave us was filthy.... etc.
Anyway - if you have the Amex insurance on your card then use it! Also you can transfer all your Amex reward points as miles to many airlines!
